Like the wiki page says the Black Book called Waking Dreams does let you reset a skill tree's perks for the cost of one dragon soul each time, after the main Dragonborn quest and the books only work on Solstheim.
To fully reset a skill though once it gets up to one hundred with the last patch 1. Yes you can go back in as many times as you like after the quest but only on Solstheim , same with any of the books if you want to change the ability or effect or power you get from it.
That doesn't work twice, even though I read it on wiki. It just says you see a vision of solstheim, then the room shakes.
